In October 2016, a workshop was held at the National Science Foundation (NSF) to create the framework for developing and implementing an accountability system for broadening participa-tion in science, technology, engineering, and mathematics (STEM). Developing such an ac-countability system has become a priority among federal research and development (R&D) agencies. The workshop was designed to help develop an accountability system at three levels: funding agencies, individual grantees, and institutions receiving awards (particularly institutions of higher education).
